This is how I picture their relationship, always trying to piss each other off. Kanabo doesn't mean no harm here, this is one way for him to show affection (?) - he'd beat her dead if he really didn't like her, trust me.

The backstory I have in mind is that these two know each other since Etsuko was still a kid. Etsuko's mother Ayumi was an underground-fighter and Kanabo as a member of a triad happend to work as security for the betting office from time to time. He was the person who beats you to a pulp if you don't pay up. Him and Ayumi sometimes talked and got to know each other a bit. He respects her. Through her he got to know the rest of the family. He took a special liking to Etsuko, maybe because she's an earthbender as well - he also taught her some tricks, training her reminded him of practicing with his younger brothers he left in his hometown.
His sense of humor is very rough and a bit gross. Etsuko is normally cheerful and nice but she adapted Kanabo's behavior a bit and can be quiet rude towards him - he doesn't listen to kind words or subtile hints anyway. When outsiders see them they often think they are arguing when it's actually their way of joking around with each other. For Kanabo Etsuko is a like a younger sister, he hasn't realised that she grew up and something like this clothes-prank is not appropriate anymore.

This is not meant in a sexual way, Kanabo is 26 and Etsuko is 16! Well, at least not from my/Kanabo's side... Etsuko having a little crush on him could actually be really interesting *cough*
